Similar case to the Cyst where it also lacks clothing.
The Christmas themed elf lacks full clothing which is the pants and shoes. It also resembles the Clot's Summer Sideshow skin. Which is a VERY HIGH chance compared to common. 
I would say that all 5 vault crates you actually get a precious/gold item, that is at least my experience. Precious items are 'kind of rare' but actually not as rare as from the other crates. The Slasher's Summer Sideshow skin resembles Schlitzie. Its from the vault crate series, like all items obtained from those.
The Slasher is described as acting like "a cokehead" by Kiling Floor 2's Zed motion capture actor, Jackamo Harvey. Summer Sideshow: Pinhead with Circus leotard and limbs replaced with two-pronged blades on the end. Slashing (-15% Damage, does not apply to basic Knives). The Slasher is a close relative of the Clot, being a highly aggressive form of the Clot made from the Clot Mother, the Slasher is shown to self-harming with scratches all over its body.
